Uppingham Town Council has released its comprehensive agenda for the upcoming Full Council meeting, scheduled for Wednesday, 7th October 2026, at 7:00 pm at the Uppingham Town Hall. Coming on the heels of the Staffing Committee session earlier that same evening, councillors face a packed and consequential agenda.

Key Agenda Highlights

1. Planning Applications

The council will review several local planning applications and proposals, including:

  • Leicester Road: A proposal for the erection of 5 dwelling houses with associated infrastructure (Ref: 2026/1091/FUL).

  • Spring Back Way: Multiple applications, including tree works at Woodland House (Ref: 2026/1095/CAT) and revised plans for a detached house and replacement garage at Gower Lodge, 19 Spring Back Way (Ref: 2026/0581/FUL).

  • High Street West & Market Place: Stonework repairs to the lower external wall at East Block, Uppingham School (Ref: 2026/1188/LBA) and internal roof insulation at 3 Market Place (Ref: 2026/1175/LBA).

  • Uppingham Surgery: Boundary hedge clearance work at North Gate (Ref: 2026/1231/PTA).


2. Neighbourhood Plan (NHP) and National Recognition

The council is set to officially make decisions regarding the Uppingham Town Council Neighbourhood Plan (NHP), which include reviewing the plan, earmarking up to GBP 10,000 from EMR, and granting the NHP Committee authority to appoint a consultant.

In a notable nod to the town's proactive approach, NALC has invited Town Clerk Adam Lowe to speak at an upcoming online national event titled "Keeping Plans on Track: The next chapter for neighbourhood plans" in December 2026. The council will discuss appointing Cllr David Ainsile to represent Uppingham Town Council at this event.


3. Town Infrastructure, Assets, and Consultations

  • Rutland County Council (RCC) Consultations: Discussions surrounding the RCC Local Plan and the Draft Local Transport Plan and Implementation Plan 2.

  • Public Realm Improvements: Decisions on painting Market Place bollards, reviewing quotes to paint or replace Todds Piece railings, and supporting works on Baines Corner requested by UIB.

  • Digital Communications: Recommendations from the Communications Working Group to streamline and reduce the number of websites and social media accounts operated by the council.

  • Contract Tenders & Audits: Reviewing the internal audit interim report and moving toward appointing a new grounds maintenance contractor.


4. Financial Updates

Councillors will review the September 2026 financial summaries, bank reconciliations, and year-to-date phased budget reports across multiple accounts (including Hinckley & Rugby Building Society, Lloyds Bank, and Nationwide/Cambridge Building Societies), alongside adopting revised risk matrices and the System of Internal Control Policy from the Finance Committee.
 

Private Session & Staffing Recommendations

As with the preceding Staffing Committee meeting, the evening will conclude with a closed session excluding the press and public under the Local Government Act 1972. This session will address sensitive contractual tenders and formal recommendations regarding the Town Clerk's Annual Review and the Appointment of an Assistant Clerk.

Uppingham Town Council has officially issued an agenda for the upcoming meeting of the Town Council Staffing Committee. The session is scheduled to bring together local representatives to address key administrative and personnel matters.

Agenda Highlights

​

The meeting will begin with standard procedural formalities, including the Chairman's opening remarks, receiving apologies for absence, declarations of members' interests, and confirming the minutes from the previous Staffing Committee meeting held on 9th September 2025. An opportunity for public deputation is also scheduled early in the session.

Following the opening items, the committee will move into private session.

​

Matters for Consideration in Private

The latter half of the meeting will exclude the press and public. This exclusion is mandated under the grounds that the topics relate directly to individuals and personal financial affairs, classified as exempt under paragraphs 1, 2, and 3 of Schedule 12A to Section 100A of the Local Government Act 1972.

​

The private business will focus on two principal items:

  1. The Town Clerk's Appraisal: Reviewing the performance and development of Town Clerk Adam Lowe.

  2. Appointment of an Assistant Clerk: Discussing and forming a recommendation to the Full Council regarding the hiring of a new Assistant Clerk.
